Initialises the xplDevice.
Loads any existing configuration data from the registry or a file, which will trigger the registered config callback functions if successful. It then starts the thread that will handle all xPL message traffic.
All config items and callbacks must be set up before calling this method. - Returns:
- False if the xplDevice has already been intialised, without having since been deinitialised. Otherwise it returns true.
